Alfred Lambremont Webre is at the forefront of efforts to create protocols for beginning contact with intelligent near-earth (off-planet) beings to help take earth off the "quarantine" list. He posits that we are at the brink of an evolutionary shift in human consciousness that would make us welcome in the universal community of intelligent species.
